Ready to Serve

With more than a decade of public service at the California Governor’s Office of Emergency Services (Cal OES), Vance has dedicated his career to ensuring no one is left behind in times of crisis.

First appointed by Governor Jerry Brown, Vance leads the Cal OES Executive Division trusted to identify and address the needs of all Californians, including older adults, individuals with disabilities and people from underrepresented communities before, during, and after disasters.

Vance is ready to support, protect, and represent the needs of families in Sacramento County and throughout California.

Luis “Vance” Taylor, 47, was diagnosed with muscular dystrophy as a child and has used a wheelchair for most of his life. That, he says, has informed his work as chief of the Office of Access and Functional Needs at CalOES, where he’s “responsible for ensuring that our emergency management system works for everyone.”
